Bringing over 30 years of expertise in U.S. Army Aviation programs, Colonel Capps, a respected Army National Guard (ARNG) veteran, has excelled in coordinating Aviation forces and overseeing equipment sustainment. He has played a pivotal role in significant ARNG Aviation initiatives, contributing to the redesign of Aviation Brigades and the introduction of critical helicopter models like UH-60M, AH-64E, and UH-60V.
Originally from Jacksonville, FL, Colonel Capps began his career as an Air Traffic Control Specialist in the Florida Army National Guard (FLARNG) and later graduated from the U.S. Army Officer Candidate School at Ft. Benning, GA in 1995. He holds qualifications in AH-64 Apache, UH-72 Lakota, and OH-58 Kiowa helicopters.
Colonel Capps has held key positions within the National Guard Bureau, showcasing remarkable leadership across various domains, including Mobilization Planning, Force Structure Management, Aviation Operations, and Human Resources.
